Całkiem możliwe bo to nie jest mandat tylko decyzja administracyjna . To jest coś takiego jak ITD nakłada karę za brak licencji nie na kierowcę TIR-a tylko na firmę transportową. Za brak licencji na pewno nie ma mandatu tylko jest decyzja administracyjna.
